There are many different types of boats and California car Insurance companies have different rates depending on what boat you have. It is a good idea to obtain insurance for all motorized watercraft. Personal non-motorized watercraft can be insured, but it isn?t as important to do so. Insurance typically covers damages you are liable for when you make a mistake or have a loss due to fire, animals or other non-preventable incidences. If your boat or PWC is not worth a lot and not motorized, insurance is not needed, but if your boat has a high risk of injury or will cost a lot to repair/replace, definitely insure it.

Passenger boats are usually powered by motors and are bigger than a canoe. These boats usually can carry three or more passengers comfortably. Serious bodily and property damage can be done with these boats. At the very least, liability insurance should be purchased. If the boat is stored by a company during off months, ask them if your boat is covered if something happens. You may be able to save some money by dropping your insurance coverage during winter months if it is covered by the storage company?s liability policy. States differ in their insurance laws and minimums. Contact your California car insurance carrier for requirements and rates.
Personal watercrafts are used mainly for one or two people and can either have a motor or not. Waverunners and kayaks are good examples of PWCs. When deciding whether to insure your watercraft, use good common sense. If the boat can do serious harm, it should be insured. Find out and abide by all state laws pertaining to insurance and usage. Keep in mind when traveling that all states have different regulations. Learn what they are before leaving on vacation.

Tulsa killings tied to murder of suspect's dad?

Two men suspected of killing three African Americans and wounding two were arrested Sunday morning north of Tulsa, Okla. NBC's Charles Hadlock reports.

Updated at?7:30 p.m. ET: TULSA, Okla. -- After a two-day manhunt, police arrested two men early Sunday in?connection with a Good Friday?shooting spree in Tulsa's predominantly black north side?that left three people dead and two others wounded.

Jake England, 19, and Alvin Watts, 32, were held?on three counts of first-degree murder and two counts of shooting with intent to kill. Police identified both suspects as white males, although earlier court records identified a?Jacob Carl England, born on the same date,?as American Indian.

Police?are?examining whether the shootings?might be a hate crime, as England, 19, had posted racially charged comments on his Facebook page about the two-year anniversary of his father's death, the Tulsa World reported.

England wrote: ???Today is two years that my dad has been gone shot by a?f------ n----- it's hard not to go off between that and sheran I'm gone in the head.?

Sheran Hart Wilde, his girlfriend, died earlier this year.

On his Facebook page, Watts describes himself as single, interested in women and?a "very proud daddy." Court records show that?he was charged in 2009 for aggravated assault and battery, but those charges were dismissed nearly three years later. In 2006, he pled guilty to domestic violence, a misdemeanor offense, and paid a $649.90 court fine.

England's?father, Carl England, 47, was shot and killed during an argument at an apartment complex two years ago; his death led to charges against a 38-year-old black man, KJRH.com reported. The man, Pernell Jefferson, was charged with pointing a gun and is scheduled to be released in 2014, according to the Oklahoma Department of Corrections.

Task force commander Maj. Walter Evans said at a press conference Sunday that the two men were taken into custody just north of the city at 1:47 a.m. He credited the 40 or so tips to the Crime Stoppers hotline that started pouring in Saturday after the police asked members of the community for help cracking the case.?

When asked by a reporter whether England's father's death had played a role in the shootings, Evans said he couldn't be sure, "but there is a connection."

Noting that whether to charge the two men with a hate crime would be up to the prosecutor, Police Chief Jordan said, ?If someone was obviously engaged in a hate crime, we need to show the community that?s what we charge them for.?

The shootings happened around 1 a.m. Friday within a three miles of each other.?All five victims were out walking when they were shot. Police have said they don't believe?victims knew each other.

More than two dozen officers?were called in to investigate the case, along with the FBI, the U.S. Marshals Service and other agencies.

Tipsters told police to look for a white man driving a white Chevrolet?pickup with a loud exhaust, which had been spotted near three of the shootings. Tulsa City Councilman Jack Henderson told Reuters that witnesses saw one of the shooters drive through the neighborhood and stop pedestrians for directions. As they walked away, he shot at them.

Other tipsters contacted Crime Stoppers to inform police that England had the truck, and that he planned to burn it. Deputies found a burned truck around 6 p.m. on Saturday and traced it to England.

The dead were identified as Dannaer Fields, 49, Bobby Clark, 54, and William Allen, 31, according to Reuters.?The two wounded men, who were not identified, were expected to survive.

'We're all nervous': Tulsa, Okla., on edge after shooting spree

Though all of the victims were black, Tulsa Police Chief Chuck Jordan told Reuters on Saturday it was too early to know whether the shootings were racially motivated.

However, KRMG TV?reported Saturday that the FBI had announced that the shootings would be investigated?under federal hate crime legislation.

Sugar production switch in liver may offer target for new diabetes therapies

Salk researchers find molecular switch that controls liver glucose production and may represent a new avenue for treating insulin-resistant type II diabetes

In their extraordinary quest to decode human metabolism, researchers at the Salk Institute for Biological Studies have discovered a pair of molecules that regulates the liver's production of glucose---- the simple sugar that is the source of energy in human cells and the central player in diabetes.

In a paper published April 8 in Nature, the scientists say that controlling the activity of these two molecules---- which work together to allow more or less glucose production---- could potentially offer a new way to lower blood sugar to treat insulin-resistant type II diabetes. They showed, through an experimental technique, that this was possible in diabetic mice.

"If you control these switches, you can control the production of glucose, which is really at the heart of the problem of type 2 diabetes," says Professor Marc Montminy, head of Salk's Clayton Foundation Laboratories for Peptide Biology.

The need for new drugs is accelerating, says Montminy, as almost 26 million Americans have type II diabetes, and an estimated 79 million people are at risk of developing the condition. Diabetes is the sixth leading cause of death in the United States, and treatment costs are estimated at $116 billion annually.

In order to develop new and effective treatments for diabetes, researchers need to understand the complex and delicate biology behind human metabolism as well as the disorders that develop when this finely tuned system is out of balance, Montminy says.

During the day, humans burn glucose, derived from the food we eat. This is the fuel that supplies the muscles and other parts of the body expending energy. At night, when we sleep, we revert to stored fat as a source of very dependable but slowly released energy. But certain parts of the body, most notably the brain, require glucose as a source of energy, even when we fast.

Pancreatic islet cells control both sides of this energy equation. Located in the pancreas, they produce glucagon, a hormone released during fasting, to tell the liver to make glucose for use by the brain. This process is reversed when we feed, and when the pancreatic islets release insulin, which tells the liver to stop making glucose.

Thus glucagon and insulin are part of a feedback system designed to keep blood glucose at a stable level.

Montminy's lab has for years focused on the central switches that control glucose production in the liver and others that control glucose sensing and insulin production in the pancreas. Among his key findings is that glucagon---- the fasting hormone---- turns on a genetic switch (CRTC2) that ramps up production of glucose in the blood. In turn, when insulin is increased in the blood, activity of CRTC2 is inhibited, and the liver produces less glucose.

"But in insulin-resistant type II diabetic individuals, the CRTC2 switch is turned on too strongly because the insulin signal is not getting through," Montminy says. "As a result, the liver produces too much glucose and the level of glucose in the blood stream is too high. Over a period of 10 to 20 years, the abnormal elevation of glucose leads to chronic complications including heart disease, blindness and kidney failure."

The new findings in the Nature study identify a relay system that explains how glucagon activates the CRTC2 switch during fasting, and how that system is compromised during diabetes.

The scientists say this relay system involves a molecular receptor (IP3) on the outside of liver cells that they call a "molecular spigot." Glucagon opens the IP3 spigot during fasting, allowing an increase in calcium, a common signaling molecule in the cell. This stimulates a molecular gas pedal, of sorts, known as calcineurin, which revs up CRTC2, activating genes that allow the liver to drive the metabolic engine by producing more glucose.

This is important, Montminy says, because the team also discovered that activity of the IP3 receptor and calcineurin in the liver are increased in diabetic insulin resistance, resulting in more blood sugar.

The findings therefore suggest that agents that can selectively damp down activity of the IP3 spigot and the calcineurin accelerator might help to shut down the CRTC2 switch and to lower blood sugar in type II diabetic patients, he says. That is precisely what happened when the researchers used these compounds on liver cells.

"We obviously have a lot of work to do to find out whether such a strategy might work in humans," he says.

Bryant sits out Suns game with injured left shin

PHOENIX (AP) ? Kobe Bryant sat out the Los Angeles Lakers' game against the Phoenix Suns on Saturday night because of an injured left shin, ending his consecutive games streak at 138.

Lakers longtime trainer Gary Vitti said just before tipoff he decided to put Bryant's left foot in a protective boot to rest the injury.

"It's very painful," Vitti said. "He's been playing with this and it's not getting any better. Really the only way to stop it is to shut him down. That's why I put him in a boot."

The trainer said there is no timetable for Bryant's return. Bryant is to be re-evaluated on Monday.

Coach Mike Brown said he didn't find out Bryant wasn't going to be able to go until just before tipoff.

"Gary came to me and said that Kobe is out," Brown said. "I said 'OK.'"

Bryant did not talk to reporters after the game, a 125-105 loss.

"Whether Kobe is here or not the way I look at it is, we shoot 49 percent and score 105 points, we scored 100 and something last night, we shoot 40 something percent last night and we lose the game," Brown said. "Earlier in the year, if you tell me we could get to 105, 106 points in a game, at that percentage we win. I am going to Vegas and betting on that one. Our problems are defensive."

Ramon Sessions started in place of Bryant and finished with 11 points and nine assists.

Bryant, the NBA's leading scorer at 28.1 points per game, was limping noticeably in the late stages of the Lakers' home loss to Houston on Friday night. He was kicked in the shin last a week ago against New Orleans.

The injury is called tenosynovitis, inflammation of a sheath that surrounds a tendon. The boot will keep the sheath in place and allow the inflammation "to calm down," Vitti said.

Bryant was 8 for 20 from the field but made all 11 of his free throws to score 28 points against the Rockets. The soreness hasn't seemed to affect his scoring. In the four games since he was hurt, he has had 40, 24, 31 and 28 points in the last four games, the first three of them Lakers victories.

The 33-year-old perennial All-Star had played in all 56 games this season, averaging 38.4 minutes, fourth-most in the NBA. The Lakers are a half-game ahead of the Los Angeles Clippers in the Pacific Division. He played in all 82 games last season.

The game against the Suns was the first of a three-game road trip, with later stops at New Orleans on Monday and a critical showdown with San Antonio on Wednesday.

Bryant averaged 38.5 points in three games against Phoenix this season, two of them Los Angeles wins.

Vitti described the area that is injured as a sheath, such as the one that would hold a knife, with the tendon surrounded by it.

Bryant has had to adjust this season to the arrival of a new coach in Mike Brown following the retirement of Phil Jackson, who coached the Lakers to five NBA titles. Earlier this season, Bryant became the youngest player in NBA history to reach 29,000 points. He is fifth on the NBA's career scoring list, behind Kareem Abdul-Jabbar, Karl Malone, Michael Jordan and Wilt Chamberlain.

The new TV ad released Monday by Priorities USA Action argues that the oil industry is trying to help Romney win the White House to protect its own profits and tax breaks.

The ad is running in the same states where the American Energy Alliance placed its ad: Colorado, Florida, Iowa, Michigan, New Mexico, Nevada, Ohio and Virginia. All eight are expected to be election battlegrounds.

Romney spokeswoman Andrea Saul said the Democratic ad was an attempt to deflect blame and cover up Obama's failure to control gas prices.
